Ogra decision to put a mln vehicles out of service, hurt 80m commuters
Daily life badly hurt by the decision taken to please LPG mafia
Sept 19
The Pakistan Economy Watch (PEW) on Thursday said Oil and Gas Regulator Authority (Ogra) is pushing country towards another severe crisis on the behest of powerful LPG mafia.
The hydrocarbon regulator has issued another illegal order asking provinces to remove all the CNG cylinders from the commercial vehicles disregarding the fact that they have been cleared by almost a dozen of other government departments, said Dr. Murtaza Mughal, President PEW.
He said that all the provinces, especially Punjab has started acting upon the unlawful and unclear directives of the Ogra without considering its outcome.
The controversial decision has left owners of Toyota Hiace, Suzuki pickups and taxis on the mercy of police and provincial transport authorities. CNG cylinders are being removed from hundreds of vehicles while hundreds others ferrying masses have already gone off the road indefinitely, he said.
Dr. Murtaza Mughal said that Ogra wants to destroy the transportation system in Pakistan as around one million vehicles operating commercially are using CNG fuel while 80 million use public transport fuelled by the alternative and clean energy.
Commercial vehicles consume a lot of gas which have forced them to install additional cylinders due to CNG loadshedding, he said adding that nowhere in the world there is any law limiting the number of CNG cylinders or specifying their location in vehicles.
However, Dr. Mughal said, the regulator has been playing negative role by violating its own rules for petty interests, it has failed to make any law or ensured amendment in the existing CNG laws in the last 21 years.
Supreme Court in 2009 directed massive conversion of commercial transport on CNG to cut down pollution in urban centres which also reduced oil import bill.
He called upon the CNG operators to defy the orders which are part of a conspiracy to deprive masses of economical fuel.

APCNGA lauds FBR for taking right decision
FBR withdraws hike of tax on CNG sector
Dated August 19
The Federal Board of Revenue (FBR) has taken back the recent hike of taxes on the CNG on the persuasion of the owners of the CNG stations.
FBR had recently increased ratio of taxes on CNG from 26 per cent to 32 per cent while the gas companies have included the increased tax in the gas bills.
However, the All Pakistan CNG Association (APCNGA) persuaded the tax authorities to reverse the decision in the national interest.
Following some meetings the FBR authorities were convinced who reversed the decision and issued a notification in this regard.
The FBR has directed the gas distribution companies not to include the additional amount in the gas consumption bills for CNG stations which has been termed a success of masses by Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
He said that the decision has raised concerns among all the eighty million stakeholders who would have been suffered a lot if the decision was implemented in this era of double digit inflation.
Paracha lauded the FBR authorities for taking a right decision in the interest of masses. He said that FBR has provided interim relief and final decision in this regard may be taken in September.
He informed that CNG prices will remain the same after the decision. It may be mentioned that the 31 per cent sales tax on CNG outlets includes 17 per cent standard sales tax, 9 per cent value addition tax and 5 per cent extra sales tax imposed only for supplying electricity/gas.

Gas companies penalising innocent to hide inefficiency, losses: APCNGA
Ogra, district administration being misguided to protect big fish
Gas utilities playing judge, jury and executioner which is intolerable
Petroleum ministry should stop on-going abuse of power, ensure transparency
Dated: August 16
The All Pakistan CNG Association (APCNGA) on Friday expressed serious reservations over role of gas distribution companies in the on-going campaign against electricity and gas theft.
Gas utility companies have been victimising innocent to hide their own inefficiencies, corruption and UFG losses, it said.
The gas companies have been misguiding district administrations and Ogra to safeguard the interests of big gas fish involved in massive theft, said Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
He said that gas companies install faulty metres by themselves, their staff gets the reading from metres and they decide about theft and action. The utilities have been playing 'Judge, jury and executioner' which is not acceptable, he added.
Ministry of petroleum of should take note of the situation and stop the gas companies from this exploitation of the business community, he demanded.
Ghiyas Paracha said that gas companies are bent upon failing the drive of the government to nab the influential partly responsible for the energy crisis to ensure continuity of their undocumented income.
On the other hand, he said, innocent are being squeezed to hide inefficiency and corruption and to boost the annual income.
Paracha said that it is amazing that many gas theft cases have been registered in last few months but not a single official involved in it has been brought to the book despite the known fact that a consumer cannot steal energy without consent of officials concerned.
He said that those who took gas connection to run their mills but started generating electricity illegally are also gas thieves but not a single of them has been arrested and no one of the would ever be questioned.
APCNGA demanded gas meter reading through a third party and completion of all the process according to the provisions of law.

Dated August 12
Federal Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi on Monday said Government will extend all possible help to The All Pakistan CNG Association (APCNGA) to realise its plan to import LNG which will mitigate energy crisis.
He said that government will seriously consider allocation of gas quota to CNG stations, reduce gas loadshedding in Sindh and Pun jab, stop theft and misuse of natural gas, hiring third party to reduce complaints of overbilling, and bringing an end to practice of double taxation.
Shahid Khaqan Abbasi said this while meeting a high-powered delegation led by Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA and Central Chairman Abid Hayat. Regional Chairmen APCNGA hailing from all provinces were also present on the occasion.
Federal Minister asked the delegation for implementable suggestions for a new gas load management schedule and assured resolution of all just demands of the CNG sector.
He said that gas is being sold at highest prices to the SNG sector which is paying highest taxes which government will consider reducing.
Earlier, Ghiyas Paracha briefed the meeting about problem faced by the CNG sector, issues regarding gas loadshedding in Sindh and Punjab, issues with Ogra and gas companies and matters pertaining to taxation.
He said that some influential get gas connection for one purpose and use it for another which if barred would reduce gas crisis by 25 per cent.
The leader of the CNG sector said that allocating gas quota to the CNG filling stations across the stretch of country will reduce losses of operators and save masses from waiting for hours in queues.
The minister heard all the demands of CNG association patiently and assured resolution of all the outstanding issues of the CNG sector.

Laws bring violated, misuse of natural gas should also be checked
Dated July 29th
Government of Punjab has assured resolution of all the outstanding problems of the CNG industry including inequitable distribution of gas, misuse of natural gas and violation of laws by different departments.
The assurance came in a meeting held on the directives of Chief Minister Punjab Shahbaz Sharif. The meeting was chaired by MNA Pervaiz Malik and participated by Minister for Energy Ch. Sher Ali, Secretary Energy, Chairman Planning and Development and other officials.
The All Pakistan CNG Association (APCNGA) was represented by Ghiyas Abdullah Paracha, Abid Hayat, Captain (retd) Shuja, Fayaz Gillani, Anjum Niaz and Ashar Haleem.
During the meeting, the leaders of the CNG sector pointed towards elements involved in theft, misuse and unauthorised use of natural gas. They said that those who want to generate electricity through gas should have separate meters for it.
Ghiyas Paracha said that CNG sector is being destroyed due to unjust gas distribution, extended load shedding and violation of rules and regulations by different departments.

Ogra violating rules, misguiding courts to destroy CNG sector
Powerful mafia, corrupt officials takes CNG sector as hostage
PM should take note of plot, announce CNG-friendly policy
All countries including USA, India promoting CNG
Dated July 09
The All Pakistan CNG Association (APCNGA) on Tuesday said Ogra has been violating its own rules and misguiding courts in a bid to destroy Rs 400 billion CNG sector to please powerful energy mafia.
Asking Prime Minister to taken note of plot, it said that the sector moving wheels of the economy in the most economical manner is victim of conspiracies of those who have been trying to wipe off the sector which will never be allowed.
Thousands of licences of the CNG operators have been cancelled illegally on the pretext of clause 18 of the CNG rules 1992 wherein there is no mention of cancellation oflicences, said Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
Speaking at a hurriedly called press conference, he said that Supreme Court in its decision on July 5, 2013 has not ordered cancellation of licences while it order number SCMIR-705 (1995) says that licences of pumps having NOC cannot be cancelled on safety concerns.
He said that Ogra has been hatching conspiracies against the CNG sector since long leaving the CNG sector and the owners of 3.5 million vehicles converted on CNG in the lurch.
Whole world accepts the benefits of environment-friendly and economical fuel. Many countries including US have been promoting CNG while those having no natural gas have been importing LNG to convert it to CNG before providing it to masses and public transport, he informed.
However in Pakistan, he said, some corrupt economists and pseudo intellectuals who are backed by a cabal of the wealthy and influential have been trying to form a negative public opinion against CNG sector while offering costly alternatives.
Ghiyas Paracha said that we have established world’s No. 1 CNG industry by investing Rs 400 billion which reduced environmental degradation, reduced inflation, saved billion in oil import bill and facilitated masses in every nook and corned of the country.
The leader of the CNG sector said that we helped convert 90 per cent vehicles on CNG, paid highest taxes while using minimum amount of natural gas on 100 per centefficiency and provided jobs to millions.
Some incidents attributed to CNG were result of negligence of poor taxi drivers and transporters who were forced to use petrol and LPG in unsafe manner due to CNG loadshedding.
He added that the corrupt government officials were involved in the theft of gas for masses pay the price.
He said that incompetent bureaucracy has been misguiding courts while the APCNGA lacks resources to pay heavy fees to the lawyers of superior courts every now and then.
APCNGA will never tolerate conspiracies of mafia dreaming to grab whole energy market of Pakistan on the cost of economy and masses, he vowed.
Paracha asked the Prime Minister to judge everything on merit and announce a CNG-friendly policy to benefit masses.

APCNGA says Ogra becomes part of conspiracy against CNG sector, illegal notices issued to 1000 operators
All CNG outlets established after NOC from twelve departments, why Ogra woke up after 23 years
Ogra, all concerned departments would be responsible for laying waste to Rs 400 billion investment
Dated July 04
The All Pakistan CNG Association (APCNGA) on Thursday said Oil and Gas Regulatory Authority (Ogra) has become part of a well-orchestrated conspiracy against CNG sector and it has issued illegal show cause notices to over 1000 CNG operators to get their stance for business on current location before cancellation of their licences.
Orga has started dancing on the tune of influential lobbies to destroy world’s No 1 CNG industry by violating its own rules and regulations, it said.
All the petrol pumps and CNG operators had taken NOC from twelve different departments under the policy of ministry of petroleum before commencing commercial operations.
These departments include Ogra, Explosives Department, Traffic Police, TMA, Environmental Protection Agency, electricity and gas distribution companies, district administration, national and provincial highway authorities, and Civil Aviation Authority, said Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
Moreover all CNG operators have also ensured NOC from neighbours before establishing business, he said.
In a statement issued here today, he said that all the government agencies are responsible for it if supposedly any wrongdoing has taken place during the while process.
Similarly, Ghiyas Paracha said, all these departments would be responsible for harassing masses as well as investors who have invested around Rs 400 billion in the vibrant CNG sector.
He said that Ogra has allowed construction of all CNG outlets on their current locations but the regulator work up to the so called reality after 23 long years which is amazing. Why rest of the departments have not initiated any action so far if something is wrong about locations of CNG outlets, he questioned.
Paracha said that targeting CNG stations on the pretext of residential areas is a conspiracy as all the business in the residential areas are established on commercial patches after permission from authorities.
Shifting CNG outlets out of city is simply an unworkable idea which will add to the sufferings of masses, he said.
The leader of the CNG sector said that CNG sector lacks lobby in the corridors of power therefore it is held responsible for everything and harassed on one pretext or other.
He asked the Chief Justice Pakistan and the Prime Minister to take note of the situation as CNG operators have not violated any law.

Govt misleading masses on CNG issue
July 03
The Pakistan Economy Watch (PEW) on Wednesday alleged that top government officials have started a campaign against CNG sector by misguiding masses by presenting doctored figures.
The incumbent administration is following the footsteps of former government by holding back the truth hidden from the common people to fulfil their objectives without public uproar, it said.
Federal Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi has started speaking the language of influential lobbies who have thrown the country into unmanageable energy crisis for their profits, said Dr Murtaza Mughal, President PEW.
He said that government seems to have planned to get rid of the world’s largest CNG industry to please influential sector and continue the unjust distribution of natural gas.
The minister has claimed that over 30 per cent CNG stations are involved in gas theft without mentioning names of the operators or any action taken against them or pointing towards officials of gas utilities involved, he said.
Dr Murtaza Mughal said that if the recent assertion of Mr Abbasi is accepted and half of the natural gas consumed by these CNG stations is considered to be stolen, still it would make mere one per cent of the total natural gas produced in the state.
Shahid Khaqan Abbasi on June 07 said that 11 per cent of the natural gas is wasted to line losses, leakages and theft. He should not only focus on CNG sector and let people know about other influential sectors involved in the theft of the rest of natural gas.
Dr Murtaza Mughal said that only politically connected CNG operators can steal natural gas with the connivance of gas officials while any action against them seems to be improbable any time soon.
He said that baseless propaganda against CNG sector and its consumption could be a conspiracy to justify unjust distribution of hydrocarbon resources, support petroleum and liquid gas mafias, lift captive power mafia and pave way for personal gains.
Many countries employ qualified energy managers to ensure smooth flow while here all the energy related issues are left to politicians and incompetent bureaucracy who have always danced on the tune of powerful energy mafia, said Dr. Mughal.

No law in Pakistan barring fixation of CNG cylinder below seat
No incidence of CNG cylinder blast ever occurred in Pakistan: APCNGA
All incidents due unsafe use of alternative fuel due to non-availability of CNG
Uninterrupted supply of CNG to consumers will put incidents to an end
No law in Pakistan barring fixation of CNG cylinder below seat
Dated June 10
The All Pakistan CNG Association (APCNGA) on Tuesday said no incidence of CNG cylinder blast ever took place in the country.
Scarcity of CNG forces drivers to use alternate fuel in unsafe manner which paves way for incidents, it said.
There is no law in Pakistan barring fixation of CNG cylinder below seat and that uninterrupted supply of CNG to consumers will put incidents to an end, said Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
He said that law ensuring quality fitting of CNG kits is there and APCNGA has been acting on its plan to ensure international level safety standards but it pace is not satisfactory due to official inertia.
CNG installation in vehicles shouldn’t be blamed for incidents and people are invoking law against CNG sector because of opaque information, he said.
Ghiyas Paracha transport sector is being closed on the pretext of Gujrat incident despite the fact that reports of provincial departments, police, district administrations, Hydrocarbon Development Institute of Pakistan and Ogra clearly indicate that no approved cylinder has ever blasted.
Different departments are blaming others for their incompetence while those who invested heavily in CNG and transport sector are being pushed to wall so that they can grease the palms of officials.
The leader of the CNG sector said that we have invested tens of millions over the last ten years for development of a state-of-the-art checking system but government would never allow it to be executed.
Similarly, he said, we have provided Rs 20 million to government to create awareness among masses but to no avail.
APCNGA can check and ensure international safety standards in all the commercial vehicles of country within six months in case government departments cooperate, he claimed. Closure of unauthorised workshops can improve safety situation.

PM’s decision to ban CNG for 1000cc cars declared illegal
PM’s decision to ban CNG for 1000cc cars declared illegal
Conspiracy hatched by petroleum minister, CPP owners; Paracha
Dated May 24
The Federal Law Ministry on Friday declared the recent decision of the caretaker PM Minister Hazar Khan Khoso to ban vehicles of over 1000cc capacity from utilising CNG as illegal.
Caretakers cannot make key changes, the decision was against the Constitution and that every citizen has right over hydrocarbon resources, the law ministry observed during a critical meeting help here today.
The PM on May 21st issued executive orders after which the petroleum ministry asked Ogra to implement the decision and slap fine from 50 to 100 thousand rupees on the CNG filling stations violating the orders.
It also asked Orga to suspend licences of CNG outlets if found violating orders and that the CNG pump shall be sealed for a minimum period of six months.
However, the law ministry took a firm and just stand that caretakers are exceeding their authority by taking such important policy decisions.
Meanwhile, Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA welcomed the decision of the law ministry.
He said that decision was discriminatory which was result of collusion between the Petroleum Minister Sohail Wajahat Siddiqui and all powerful captive power lobby.
Paracha said that Mr Siddiqui followed footsteps of former advisor petroleum Dr Asim who also tried a ban on 1000 cc cars but the them law minister Farooq Naek frustrated his efforts.
Caretaker minister has been bulldozing all rules, regulations and gas priority provision list to please certain lobbies, he alleged.
He said that law ministry has taken decision based on merit which calls for a decision by the authorities regarding just distribution of natural gas among all stakeholders.
The leader of CNG sector said that following merit will not only issue of unjust distribution of natural resources but can tame loadshedding.

APCNGA rejects 6-day gas suspension plan
APCNGA rejects 6-day gas suspension plan
Caretaker minister petroleum taking unmerited decisions, move to increase problems for masses, business community
All gas consuming sectors should be dealt justly, we don’t have alternative, cannot close business for six days: Ghiyas Paracha
Dated May 21
The All Pakistan CNG Association (APCNGA) on Tuesday rejected the plan of ministry of petroleum and natural resources to suspend gas supply to CNG outlets for six days under the garb of maintenance of plants at Qadirpur gasfiled.
The decision to bar CNG outlets from business from May 21 to May 27 will take toll on masses and businesses therefore this decision cannot be accepted, said Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA.
In a statement issued here today, he said that the decision of the caretaker minister petroleum is based on enmity with masses and corruption. Why the maintenance wasn’t carried out during normal weather and initiated now when people are dying of heat.
He said that closing supply from the gasfield will result in a shortfall of 400 mmcfd which should have been distributed on merit among the gas consuming sectors but CNG and power sectors have been chosen while the influential sectors including captive power plants have been spared.
He said that CNG sector which was already facing wrath of the policy makers will be unable to bear the brunt of decision as it has no other alternative like other sectors.
He said that caretaker government will be responsible for loss to masses and business community as it is behind the controversial decision.
The leader of the CNG sector said that petroleum ministry has been trespassing on the authority of Ogra which should be noticed by the incoming government.
He said that licence issued to CNG operators clearly indicate that any decision regarding gas supply will be taken with consensus but ministry has been taking unilateral decisions.
Ghiyas Paracha said that amendment in the priority list of gas consuming sectors by ECC in March was illegal which must be undone by the incoming government.

Paracha said that business community across the stretch of country has wholeheartedly welcomed landslide victory of Nawaz Sharif while stock exchange has welcomed him in very unprecedented way which has raised hopes among masses.
He said that APCNGA repeatedly forwarded implementable recommendations to top officials of the former government but it fell on deaf years of corrupt advisors and politicians unconcerned with the plight of masses.

APCNGA Demands Independent Probe In Captive Power Scam
CNG operators faced cases, braved forced closure outlets for speaking truth
NAB’s move supported, APCNGA’s stance on artificial gas crisis, liquid gas import, enhanced oil import bill proved correct
Former petroleum minister defamed CNG sector to profit owners of captive power plants
Gas distribution formula altered many times for personal welfare, CNG, fertiliser and general industry pushed to brink
Ministries, departments repeatedly recommended stopping supply to captive power plants but to no avail
Dated April 18
The All Pakistan CNG Association (APCNGA) on Thursday said that former government didn’t listened to our recommendations otherwise country would not have suffered from energy crisis.
Domestic consumer would not have braved low gas pressure while CNG, fertiliser and general industry would have been getting gas for five days a week, it said.
We still have time to save country and safeguard investments in the CNG sector, said Abid Hayat, Chairman APCNGA. Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA, Chairman Punjab Captain (Retd) Shuja, Chairman Balochistan brig. (Retd) Iftikhar, Chairman Potohar Ashar Haleem and others were also present on the occasion.
Abid Hayat said that we were panelised for speaking truth, fake cases were registered against many CNG operators, notices were served and many outlets were forcibly closed.
Demanding independent probe in the captive power scam, he said that the policy of providing subsidised gas to 113 influential owners of private power plants took tool on country, economy and masses.
Unjust gas distribution inflicted untold miseries on 180 million masses, left thousands on industries closed, millions lost jobs and triggered brain drain, flight of capital exodus of industry, he said.
Moves of influential politicians aimed at personal welfare devalued currency, pushed up oil import bill and forced the government to carry begging bowl for the sake of survival, he said.
Lauding the move of NAB to probe captive power scam, Hayat said that the development proved beyond any dint of doubt that APCNGA’s stance on unjust gas distribution, increase in oil import bill and failure in introducing liquid gases was true.
He said that many ministries and departments repeatedly objected on provision of natural gas to captive power plants which was against the national interests but all the vital recommendations fell on deaf years.
All those who pushed country into darkness for personal benefit should be held accountable and money to the tune of trillions should be recovered from the culprits.
Speaking at the occasion, Ghiyas Abdullah Paracha said that those terming captive power plants state-of-the-art are misguiding masses. These plants have efficiency level of around 18 per cent and wasting 454 mmcf gas.
Disconnecting gas to private power plants and provision to efficient power houses would have increased power generation by 2.5 thousand megawatt reducing load shedding to a great extent, he said.
Owners of captive power plants are making electricity at the cost of Rs 5 per unit and selling it at Rs 18 per unit in connivance of the government officials, he informed.
Lauding the move of NAB, he hoped that it will give direction to the power sector and ensure just distribution among all sectors including CNG, fertiliser and other industries.
Captain Shuja said that CNG stations was deprived of gas for two months in Punjab and gas provision priority list was changed frequently which was worst exploitation of the masses.
Brig. Iftikhar said that CNG sector has been operating on 100 per cent efficiency while paying highest tariff of Rs 656 while captive power plants are operating at an average of 18 per cent efficiency and paying Rs 486 as tariff.

Ghiyas Abdullah Paracha, Chairman Supreme Council APCNGA presented the proposals to Federal Minister for Petroleum Sohail Wajahat Siddiqui during a meeting in which he said that implementation will not only reduce loadshedding but boost power production by 1000 MW.
The proposals, if implemented will also enable gas distribution companies to provide additional natural gas to CNG, industry, power and fertiliser sectors, he said.
Paracha said that using quality heaters and geysers, installing energy saving devices in these gadgets and enhancing efficiency of gas consuming industry will save a lot of natural gas.
He said that heavy amount of flare gas is being wasted at gas fields which can be utilised by CNG sector while equalising tariff will boost government revenue and reduce consumption.
Meeting also compared CNG with other gas consuming sectors and it was observed that all sectors but CNG operates round the clock or six days a week and they are not bound to use a specific quantity of gas. Similarly, CNG sector is not allowed to use diesel generators or store gas, it was noted.
Ghiyas Abdullah Paracha demanded that load shedding should be reduced by one day, issue of inflated billing should be settled and a joint committee should be formed to settle issue comprising representatives of Ogra, Ministry of Petroleum and APCNGA.
He also demanded just distribution of natural gas and permission to import gas. At the occasion, the minister said that gas would be distributed on merit among all consumers.
He said that reducing gas theft is high on his agenda which will save a lot of gas to be used by domestic users and businesses.
He added that inefficient captive power plants would be closed and he would try best to make positive and acceptable guideline for his successors.
